Ovruch crushed stone plant – what’s next?

The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has finally determined the winner of the tender for the manager of the Ovruch crushed stone plant of the Gomel City Road Construction and Repair Trust (Republic of Belarus).

Based on the results of the tender announced earlier in the Prozorro system, Tamerlan-1 LLC (USREOU code 39485450) was selected as the winner.

According to the YouControl counterparty verification service, Tamerlan-1 LLC is registered in Kyiv, its owner and director is Dmytro Naumets, and the authorised capital is UAH 1300.00.

According to ARMA Head Oleksandr Duma, the next step will be to discuss the terms of the management agreement with the winner of the tender.

The property of the Ovruch crushed stone plant was seized in June 2022. The Office of the Prosecutor General of Ukraine estimated the value of the seized property at UAH 30 million.

The basis for the transfer of the assets of the Ovruch crushed stone plant to ARMA was the Ruling of the investigating judge of the Korolevsky District Court of Zhytomyr dated 02 September 2022 in case No. 296/5438/22.

The announcement of the search for the manager of the Ovruch crushed stone plant was published on the ARMA website on 03 May 2023.

The Ovruch crushed stone plant has a special permit for the use of subsoil for the extraction of granites suitable for the production of crushed stone products valid until 2036.

The company has been a member of the Association since November 2007.
