Increase in Freight Rail Tariffs Proposed for Consideration by the New Government

On 16 July 2026, the Working Group on Developing Solutions to Improve the Management Efficiency of Selected State-Owned Enterprises, operating under the Verkhovna Rada Committee on Economic Development, held a meeting. The Working Group is co-chaired by Members of Parliament Musa Magomedov and Larysa Buimister.

During the meeting, the Working Group considered the proposed increase in freight railway tariffs and decided to recommend that the Committee on Economic Development initiate the return of the relevant draft order of the Ministry for Communities and Territories Development of Ukraine for further revision.

As noted by the Working Group’s Co-Chair, MP Musa Magomedov, it would be fair for the final decision on this issue to be taken by the newly appointed Government. At his proposal, the members of the Working Group also agreed that the matter should be considered at a joint meeting of two parliamentary committees—the Committee on Economic Development and the Committee on Transport and Infrastructure—as each committee is responsible for different aspects of this comprehensive issue.

The Association recalls that the draft order of the Ministry for Communities and Territories Development of Ukraine, entitled “On Amendments to the Coefficients Applied to the Tariff Schedule for Freight Transportation by Rail within Ukraine and Related Services,” provides for a 30% increase in domestic freight rail transportation tariffs, to take effect from the date of its official publication (see the News section dated 29 June 2026).
