Cancellation of the Establishment of the Coordination Center on Military Reservation

As previously reported (see the News section dated 17 July 2026), the Cabinet of Ministers of Ukraine adopted a resolution establishing the Coordination Center on Military Reservation during Mobilization and Martial Law. The Center was intended to function as a temporary advisory body under the Government and, among other responsibilities, consider proposals on recognizing enterprises, institutions, and organizations as critically important.

The Head of the Coordination Center was to be the Deputy Minister of Economy, Environment and Agriculture, while the Deputy Heads were to be the Deputy Minister of Defence and the Deputy State Secretary of the Cabinet of Ministers of Ukraine.

However, the resolution was never officially published.

The initiative of Prime Minister Yuliia Svyrydenko’s Government immediately attracted significant public attention and sparked active debate over the necessity of creating such an advisory body.

It later emerged that, during the finalization of the draft resolution, the lead developer—the Ministry of Economy, Environment and Agriculture—had failed to take into account comments submitted by the Ministry of Energy, the Ministry of Internal Affairs, the Ministry of Justice, the Ministry for Communities and Territories Development, and the Security Service of Ukraine (SSU).

Consequently, at its meeting on 22 July 2026, the new Cabinet of Ministers revoked the decision of the previous Government, adopted on 8 July 2026 (Minutes No. 79), concerning the approval of the Cabinet Resolution “Certain Issues Concerning the Establishment of the Coordination Center for the Organization of Military Reservation of Persons Liable for Military Service during Mobilization and Martial Law.”

The decision was based on a memorandum submitted by the State Secretary of the Cabinet of Ministers of Ukraine, Kostiantyn Mariievych, dated 17 July 2026.

Interestingly, as of the morning of 30 July 2026, the new Cabinet decision has also not been officially published. Has the Government decided not to publish all of its decisions?
