Regarding the Increase of Weight Limits for the Transportation of Aggregates Construction Materials on Local Roads
As previously reported (see information in the “News” section dated 13 May 2026), the Association addressed the Prime Minister of Ukraine, Y.A. Svyrydenko, requesting that instructions be given to the Ministry for Communities and Territories Development of Ukraine, the National Police of Ukraine, the State Service of Ukraine for Transport Safety, and the military administrations of certain regions to consider the issue of establishing legal grounds and regulating procedures for increasing weight limits to 40 tonnes on sections of local roads (from exits of crushed stone production facilities to public roads of national significance) through the installation of appropriate road signs with parameters defined for public roads of national significance.
The Secretariat of the Cabinet of Ministers of Ukraine forwarded this appeal of the Association to the Ministry for Communities and Territories Development of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Agency for Restoration and Infrastructure Development of Ukraine, and the State Service of Ukraine for Transport Safety for review and preparation of a response.
Referring to the relevant articles and provisions of applicable legislation and regulatory acts (including the Laws of Ukraine “On Roads”; “On Road Traffic”; “On Sources of Financing of the Road Sector of Ukraine”; “On Local State Administrations”; annual Laws of Ukraine “On the State Budget of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine No. 879 dated 27 June 2007 “On Measures for the Preservation of Public Roads”; the Road Traffic Rules approved by Resolution of the Cabinet of Ministers of Ukraine No. 1306 dated 10 October 2001; the Rules for the Passage of Oversized and Heavy Vehicles on Roads, Streets and Railway Crossings approved by Resolution of the Cabinet of Ministers of Ukraine No. 30 dated 18 January 2001; State Building Standards DBN B.2.3-4:2015 “Roads. Part I. Design. Part II. Construction”, etc.):
- – the Ministry for Communities and Territories Development of Ukraine (MinDevelopment) and the State Agency for Restoration and Infrastructure Development of Ukraine, in their response, drew attention to the draft Resolution of the Cabinet of Ministers of Ukraine “On the Implementation of an Experimental Project on Financing Current Repairs and Maintenance of Public Roads by Business Entities”, developed by MinDevelopment and aimed at introducing a legal mechanism for carrying out current repairs of public roads using financial resources of business entities, which is currently undergoing approval by the relevant authorities. Adoption of the said resolution would make it possible, inter alia, to address the strengthening of pavement structures on certain local roads and the introduction of weight parameters defined by paragraph 22.5 of the Road Traffic Rules for public roads of national significance;
- – the State Service of Ukraine for Transport Safety, in its response, informed, inter alia, that Article 12 of the Law of Ukraine “On Roads” defines the powers of regional and city state administrations regarding the management of local public roads;
- – the Department of Interaction with the National Police of Ukraine of the Ministry of Internal Affairs of Ukraine, in its response, stated that consideration of the issue raised requires the position of the relevant local executive authorities.
