Splitting the Ministries – Will It Make Things Better?
As previously reported (see the information published in the “News” section on 20 July 2026), by Resolution No. 963 dated 17 July 2026, “Certain Issues of Optimising the System of Central Executive Bodies”, the Cabinet of Ministers of Ukraine renamed the Ministry for Communities and Territories Development of Ukraine as the Ministry for Restoration, Infrastructure and Transport of Ukraine and established the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine.
Who stands to gain from this change, and what the possible consequences of such a division may be, is discussed in the article “Splitting the Ministries: Pros, Cons and Pitfalls” by Anna Miniukova, a specialist in transport infrastructure, published on 21 July 2026 in the “Opinions” section of the website of the Center for Transport Strategies (CFTS).
Center for Transport Strategies (CFTS) is an independent information and consulting center focused on research into specific transport and infrastructure projects, as well as analysis and forecasting of the development of the transport sector.
