WHAT WILL CHANGE AS A RESULT OF THE CUSTOMS REFORM

The President of Ukraine V.O. Zelenskyy signed the Law of Ukraine No. 3977-IX dated 17 September 2024 ‘On Amendments to the Customs Code of Ukraine on Establishing the Peculiarities of Service in the Customs Authorities and Certification of Customs Officials’ (Reg. No. 6490-d dated 06 April 2023).

This Law, in particular:

• Changes the procedure for competitive selection for the position of the Head of the State Customs Service based on the best practices of the NABU, SAPO and other anti-corruption bodies;
• involves international experts in the open competition for the position of the Head of the State Customs Service;
• establishes a clear algorithm for decision-making by the competition commission;
• gives the new Head of the State Customs Service the right to form the human resources of the customs authorities;
• introduces an annual independent audit of the effective performance of the customs authorities;
• defines the specifics of the requirements for employment;
• determines a one-time certification of customs officials to determine their suitability for the position;
• ensures the integrity and lifestyle monitoring of customs officials during their service;
• determines the list of allowances and bonuses for customs officials and employees.
