Budget Declaration for 2027–2029 Approved

On June 17, 2026, the Cabinet of Ministers of Ukraine approved the Budget Declaration for 2027–2029.

The document establishes the key parameters and priorities of Ukraine’s fiscal policy for the medium term and serves as the basis for preparing the Draft State Budget for 2027.

The Budget Declaration outlines projected state budget revenues and financing sources, expenditure ceilings, minimum wage levels, subsistence minimum indicators, exchange rate assumptions and other key policy targets.

The Declaration provides for two possible development scenarios for Ukraine starting from 2027:

• a scenario based on the end of the war;
• a scenario based on the continuation of the war.

The final scenario to be used as the basis for drafting the State Budget of Ukraine for 2027 will be determined during the budget preparation process.

As of now, the Budget Declaration for 2027–2029 has not yet been published on the official website of the Cabinet of Ministers of Ukraine.
