Can Quantity Turn into Quality?

Ukrainian Member of Parliament M.V. Zaremskyi (a member of the Verkhovna Rada Committee on Budgetary Matters; political party “Servant of the People”) submitted as many as 24 draft laws to the Verkhovna Rada of Ukraine (registration Nos. 15467–15487 and 15490–15492 dated 7 August 2026), each consisting of only a few articles (provisions).

Of the total number of submitted and registered draft laws:

  • – 15 draft laws concerned new laws and consisted of only three articles, which began with phrases such as “the state guarantees the continuation”, “the state guarantees the prevention”, “the state guarantees the introduction, provision of compensation, and taking of measures”, “the state undertakes”, etc.;
  • – 9 draft laws concerned amendments to the Budget Code, the Code of Civil Protection, the Customs Code, the Tax Code, and the Laws “On State Reserves”, “On Local Self-Government in Ukraine”, “On the Basic Principles of Ensuring Cybersecurity of Ukraine”, and others.

The Association does not in any way question the necessity of these draft laws; it simply notes the fact that a significant number of draft laws of essentially identical structure were developed and registered simultaneously.

It is also interesting to see what comments and proposals will be submitted regarding these draft laws and how many of them will ultimately be adopted.
