In the central legislative and executive bodies
● At its plenary session on 3 September 2024, the Parliament of Ukraine did not support in the first reading the amended draft Law of Ukraine ‘On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine on Peculiarities of Taxation during the Period of Martial Law’ (Reg. No. 11416-d of 30 August 2024) and sent it for a second first reading with a reduced preparation period.
224 MPs voted in favour of the decision out of the required minimum of 226.
● On 03 September 2024, the Verkhovna Rada of Ukraine adopted a resolution (Reg. No. 11544 of 03 September 2024), according to which:
1) approved the Agenda of the twelfth session of the Parliament of Ukraine of the ninth convocation / Annex 1/;
2) withdrew the draft laws from consideration as those not recommended by the committees of the Verkhovna Rada of Ukraine for inclusion in the agenda of the twelfth session /Appendix 2/;
3) withdrew the respective draft laws from consideration in accordance with the submitted application of the initiator of the submission – the subject of the right of legislative initiative /Appendix 3/.
● The Parliamentary Committee on Environmental Policy and Nature Management recommended that the Parliament of Ukraine adopt the Draft Law of Ukraine ‘On Amendments to Certain Laws of Ukraine on the Delimitation of Powers of Central Executive Authorities in the Fields of Industrial Safety, Labour Protection, Handling of Industrial Explosives, State Mining Supervision, State Supervision and Control over Compliance with Labour and Employment Legislation’ (Reg. No. 9219 of 18 April) in the second reading and as a whole.
The draft law amends a number of legislative acts of Ukraine (in particular, the Subsoil Code, the Civil Protection Code, the Labour Protection Code, the Mining Law, the Law on the Management of Industrial Explosives, the Law on Road Traffic, etc.)
● On 4 September 2024, the Ukrainian Geology Survey published on its website a draft order of the Ministry of Environmental Protection and Natural Resources of Ukraine ‘On Amendments to the Regulation on the Procedure for Organising and Performing Pilot Development of Mineral Deposits of National Importance’.
The draft order proposes to amend the aforementioned Regulation by setting out its provisions in a new wording, which will, in particular, prevent unauthorised use of subsoil due to the impossibility of determining the volume (quantity) of minerals (mineral raw materials) to be extracted during the experimental and industrial development of deposits.
