In the Legislative and Executive Authorities

Romana Pidlasa, Member of Parliament of Ukraine and Chair of the Verkhovna Rada Committee on Budget, has registered the Draft Resolution of the Verkhovna Rada of Ukraine “On the Accounting Chamber’s Report for 2025” (Registration No. 15291 dated June 3, 2026).

The Accounting Chamber’s Report for 2025 summarizes the results of audit and oversight activities, focusing on key violations identified, achievements attained, and the impact of the Accounting Chamber’s decisions on public policy, the budget process, and public financial management. It also presents aggregated indicators regarding the implementation of the Chamber’s recommendations during 2021–2025.

The Report includes, among other things:

  • – Results of state external financial control (audit) activities, including:
    • – financial audits;
    • – public finance and fiscal policy;
    • – security and defense capability;
    • – economic development;
    • – public administration reform;
    • – social and healthcare sectors, education and culture;
    • – environmental protection;
    • – judiciary and law enforcement activities; and others.
  • – Assessment of the utilization of international financial assistance, including:
    • – loans from the International Bank for Reconstruction and Development (IBRD);
    • – funding provided under the European Union’s Ukraine Facility Programme.
  • Information on communication and cooperation with the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, and law enforcement agencies.

The Report comprises 139 pages in total.

Full reports, decisions of the Accounting Chamber, and other information have been published on its official website in accordance with legislative requirements.

By Resolution No. 733 dated June 5, 2026, the Cabinet of Ministers of Ukraine established the Interagency Working Group on Economic De-shadowing and approved its Regulations.

The Working Group consists of 21 members representing the Office of the President of Ukraine, committees of the Verkhovna Rada, central executive authorities, and the National Bank of Ukraine.

The Prime Minister of Ukraine and the Minister of Finance serve as Co-Chairs of the Working Group, while the Director of the Tax Policy Department of the Ministry of Finance serves as its Secretary.

The main objectives of the Working Group are:

  1. To facilitate coordination among executive authorities in drafting regulatory acts aimed at implementing measures for economic de-shadowing;
  2. To identify approaches, mechanisms, and solutions to issues hindering the de-shadowing process in Ukraine;
  3. To develop proposals for improving the relevant regulatory framework in order to support economic de-shadowing.

In accordance with its mandate, the Working Group:

  1. Analyzes the level of the shadow economy across various sectors of economic activity;
  2. Identifies factors that impede economic de-shadowing in Ukraine;
  3. Participates in drafting regulatory and legislative acts within its area of competence;
  4. Submits recommendations and proposals resulting from its work to the Cabinet of Ministers of Ukraine.

The Cabinet of Ministers of Ukraine has submitted to the Verkhovna Rada the Draft Customs Code of Ukraine (Registration No. 15295 dated June 3, 2026).

The draft Code consists of 17 sections, each containing several chapters, and includes 781 articles across 529 pages.

The Code is expected to enter into force on December 1, 2027, except for certain articles, provisions, and clauses that will become effective under separate arrangements.
