When will the President sign the Law of Ukraine No. 4015-IX adopted by the Parliament of Ukraine?

On 15 November 2024, it will be exactly one month since the Law of Ukraine No. 4015-IX ‘On Amendments to the Tax Code of Ukraine and Other Laws of Ukraine on Ensuring the Balance of Budget Revenues during the Period of Martial Law’ adopted by the Verkhovna Rada of Ukraine on 10 October 2024 (Reg. No. 11416-d of 30 August 2024) was signed by the President of Ukraine (Reg. No. 11416-d).

At the same time, Article 94 of the Constitution of Ukraine, in particular, states:

‘Article 94. The law shall be signed by the Chairman of the Verkhovna Rada of Ukraine and immediately sent to the President of Ukraine.

Within fifteen days after receiving the law, the President of Ukraine shall sign it, enact it, and officially promulgate it or return the law with his/her motivated and formulated proposals to the Verkhovna Rada of Ukraine for reconsideration.

If the President of Ukraine does not return the law for reconsideration within the prescribed period, the law shall be deemed approved by the President of Ukraine and shall be signed and officially promulgated.’

Thus, as of 15 November 2024, the President of Ukraine, who is the guarantor of its observance in accordance with Article 102 of the Constitution of Ukraine, has not signed the Law of Ukraine No. 4015-IX of 10 October 2024, nor has he returned it with his motivated and formulated proposals to the Verkhovna Rada of Ukraine for reconsideration, and the Law itself has not been made public.

What’s next? Unfortunately, the Basic Law is silent on this issue.
