{"id":2359,"date":"2024-10-09T10:27:35","date_gmt":"2024-10-09T07:27:35","guid":{"rendered":"https:\/\/avnbmu.com.ua\/?p=2359"},"modified":"2024-10-16T10:45:16","modified_gmt":"2024-10-16T07:45:16","slug":"in-the-central-legislative-and-executive-bodies-6","status":"publish","type":"post","link":"https:\/\/www.avnbmu.com.ua\/en\/news\/in-the-central-legislative-and-executive-bodies-6\/","title":{"rendered":"IN THE CENTRAL LEGISLATIVE AND EXECUTIVE BODIES"},"content":{"rendered":"\n<p>\u25cf <strong>The Verkhovna Rada of Ukraine <\/strong>at its plenary session on 8 October 2024:<\/p>\n\n\n\n<ol>\n<li>Adopted in the second reading and as a whole the Law \u2018On Amendments to Certain Legislative Acts of Ukraine on the Delimitation of Powers of Central Executive Authorities in the Field of Industrial Safety, Labour Protection, Occupational Health, Explosives Handling, State Mining Supervision, State Supervision and Control over Compliance with Labour and Employment Legislation\u2019 (Reg. No. 9219 of 18 April 2023).<\/li>\n<\/ol>\n\n\n\n<p>The approximation of Ukrainian legislation to EU law leads to functional changes in the central executive authorities, their optimisation, and redistribution of tasks between them. The adoption of this Law is aimed at regulating the issues of separation of relevant policies from each other, which will allow for the redistribution and optimisation of functions between the relevant central executive authorities.<\/p>\n\n\n\n<p>The law amends a number of legislative acts of Ukraine (including the Subsoil Code, the Civil Protection Code, the Labour Protection Code, the Mining Law, the Law on the Handling of Industrial Explosives, the Road Traffic Law, etc.)<\/p>\n\n\n\n<ol start=\"2\">\n<li>Adopted as a basis the draft Law \u2018On the Basic Principles of State Supervision (Control)\u2019 (Reg. No. 5837 of 5 August 2021) submitted by the Cabinet of Ministers of Ukraine, which aims to improve the principles of state supervision (control), unify the procedure for implementing state supervision (control) measures, eliminate ineffective and burdensome state control norms, which contains the current Law of Ukraine \u2018On the Basic Principles of State Supervision (Control) in the Field of Economic Activity\u2019, which expires from the date of entry into force of the Law of Ukraine \u2018On the Basic Principles of State Supervision (Control) in the Field of Economic Activity\u2019.<\/li>\n<\/ol>\n\n\n\n<p><strong><em>From the Association.<\/em><\/strong> It is interesting to mention that the Explanatory Note to this draft law states that it was developed to implement the State Programme of Economic Stimulation to overcome the negative consequences caused by restrictive measures to prevent the occurrence and spread of acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2 for 2020-2022, approved by the Resolution of the Cabinet of Ministers of Ukraine No. 534 dated 27 May 2020.<\/p>\n\n\n\n<p>The question is why to adopt as a basis a draft law aimed at implementing the entire State Programme, the deadlines for which have long since expired?<\/p>\n\n\n\n<p>By the way, as of today, the Resolution of the Cabinet of Ministers of Ukraine No. 534 of 27 May 2020 is still in force, and the deadlines for the implementation of the State Programme for Economic Stimulation have not been changed or postponed.<\/p>\n\n\n\n<p>\u25cf By its Order No. 459 dated 4 October 2024, the <strong>Ukrainian Geological Survey <\/strong>cancelled the scheduled inspections established by the Annual Plan for the Implementation of State Supervision (Control) Measures by the Ukrainian Geological Survey for 2024, approved by Order No. 596 dated 20 November 2023, excluding from the Annual Plan all measures that were to be carried out in the period up to 16 December 2024 including.<\/p>\n\n\n\n<p><em>Photo source: <em>https:\/\/www.pexels.com\/<\/em><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u25cf The Verkhovna Rada of Ukraine at its plenary session on 8 October 2024: The approximation of Ukrainian legislation to EU law leads to functional changes in the central executive authorities, their optimisation, and redistribution of tasks between them.
