Marchenko, most provisions of the new Code will be clear and understandable for both businesses and customs authorities, as Ukraine\u2019s regulatory framework has long been adapting to EU rules.<\/p>\n\n\n\n<p>Overall, the draft of the new Customs Code consists of 781 articles and is structured in accordance with the EU customs legislation framework.<\/p>\n\n\n\n<p>The document provides for:<\/p>\n\n\n\n<div class=\"wp-block-group is-vertical is-layout-flex wp-container-core-group-is-layout-1 wp-block-group-is-layout-flex\">\n<p>\u2022 a full transition to EU customs terminology;<\/p>\n\n\n\n<p>\u2022 the introduction of an authorisation system;<\/p>\n\n\n\n<p>\u2022 new approaches to customs procedures and declarations;<\/p>\n\n\n\n<p>\u2022 European rules regarding customs debt, guarantees, and duty exemptions;<\/p>\n\n\n\n<p>\u2022 new mechanisms for adopting customs decisions.<\/p>\n<\/div>\n\n\n\n<p>To ensure business continuity, the draft provides that indefinite authorisations will remain valid, while fixed-term authorisations will remain effective until the expiration of their term or completion of the relevant operations.<\/p>\n\n\n\n<p>The next stage will be the submission of the draft law to the Verkhovna Rada of Ukraine.<\/p>\n\n\n\n<p><em>Photo source: freepik.com<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 28 May 2026, the Cabinet of Ministers of Ukraine approved the draft of the new Customs Code of Ukraine, which is intended to align Ukrainian customs legislation with European Union (EU) standards and constitutes one of the key elements of the negotiation process for Ukraine\u2019s accession to the EU.
