{"id":5133,"date":"2026-06-19T10:52:57","date_gmt":"2026-06-19T07:52:57","guid":{"rendered":"https:\/\/avnbmu.com.ua\/?p=5133"},"modified":"2026-06-19T10:52:58","modified_gmt":"2026-06-19T07:52:58","slug":"what-is-wrong-with-the-standard-for-rubble-stone","status":"publish","type":"post","link":"https:\/\/www.avnbmu.com.ua\/en\/news\/what-is-wrong-with-the-standard-for-rubble-stone\/","title":{"rendered":"What Is Wrong with the Standard for Rubble Stone?"},"content":{"rendered":"\n<p>The State Enterprise \u201cLviv Research and Design Institute \u2018LvivbudmNDIproekt\u2019\u201d developed the national standard DSTU B V.2.7-241:2010 <em>Building Materials. Rubble Stone. Technical Specifications<\/em> (hereinafter referred to as DSTU-241), which was adopted by Order No. 514 of the Ministry of Regional Development and Construction of Ukraine dated December 16, 2010, and entered into force on September 1, 2011.<\/p>\n\n\n\n<p>According to Clause 3.1 of Section 3 of DSTU-241, rubble stone is defined as \u201clarge lumps (pieces) of rock of arbitrary shape ranging in size from 80 mm to 1000 mm, obtained by crushing sedimentary rocks (anhydrite, magnesite, dolomite, tuff, shell rock, sandstone, conglomerate, carbonate breccia), igneous rocks (granite, syenite, diorite, gabbro), and metamorphic rocks (gneiss, marble, quartzite).\u201d<\/p>\n\n\n\n<p>Therefore, based on this definition, rubble stone may be produced exclusively from those sedimentary, igneous, and metamorphic rocks whose names are listed in parentheses in the definition (i.e., only from anhydrite, magnesite, &#8230; granite, syenite, &#8230; gneiss, marble), since the names of the specified rocks are not followed by the words \u201cetc.\u201d or \u201cand others,\u201d which does not allow the use of other rock types for the production of rubble stone.<\/p>\n\n\n\n<p>But what should be done in cases where rubble stone is produced from other igneous rocks, such as andesite, basalt, or diabase, whose names are absent from the definition of \u201crubble stone\u201d? And why does the definition of \u201crubble stone\u201d in Clause 3.1 of Section 3 of DSTU-241 contain only a partial list of sedimentary, igneous, and metamorphic rocks from which rubble stone may be produced? Terms and Definitions<\/em>.)<\/p>\n\n\n\n<p>According to Article 22 of the Law of Ukraine \u201cOn Standardization,\u201d national standards must be reviewed at least once every five years from the date of their adoption.<\/p>\n\n\n\n<p>There is no publicly available information regarding any review of DSTU-241 since it entered into force.<\/p>\n\n\n\n<p>At present, many of the regulatory documents referenced in Section 2, \u201cNormative References,\u201d of DSTU-241 require replacement with updated versions.<\/p>\n\n\n\n<p>For example, the following documents should have long ago been replaced:<\/p>\n\n\n\n<ul>\n<li>DSTU B V.2.7-59-97 <em>Building Materials. Natural Stone Blocks for the Production of Facing Products. General Technical Specifications<\/em> with DSTU B EN 1467:2007 <em>Natural Stone. Rough Blocks. Requirements<\/em> (EN 1467:2003, IDT);<\/li>\n\n\n\n<li>DBN V.1.1-7-2002 <em>Fire Protection. Fire Safety of Construction Facilities<\/em> with DBN V.1.1-7:2016 <em>Fire Safety of Construction Facilities. General Requirements<\/em>;<\/li>\n\n\n\n<li>DBN V.2.5-28:2006 <em>Natural and Artificial Lighting<\/em> with DBN V.2.5-28:2018 <em>Natural and Artificial Lighting<\/em>, among others.<\/li>\n<\/ul>\n\n\n\n<p>Furthermore, effective February 1, 2015, pursuant to Order No. 302 of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine dated November 4, 2014, a number of documents related to the system of regulations governing the reduction of ionizing radiation from natural radionuclides in construction lost their validity (DBN V.1.4-0.01-97, DBN V.1.4-0.02-97, DBN V.1.4-1.01-97, DBN V.1.4-2.01-97).<\/p>\n\n\n\n<p>In addition, effective January 1, 2026, pursuant to Order No. 234 of the State Enterprise \u201cUkrainian Research and Training Center for Standardization, Certification and Quality\u201d dated August 29, 2025, the following national standards referenced in DSTU-241 were cancelled:<\/p>\n\n\n\n<ul>\n<li>DSTU B V.2.7-71-98 (GOST 8269.0-97) <em>Crushed Stone and Gravel from Dense Rocks and Industrial Waste for Construction Works. Methods of Physical and Mechanical Testing<\/em>;<\/li>\n\n\n\n<li>DSTU B V.2.7-75-98 <em>Dense Natural Crushed Stone and Gravel for Building Materials, Products, Structures and Works. Technical Specifications<\/em>.<\/li>\n<\/ul>\n\n\n\n<p>According to information from the Opendatabot service and the YouControl analytical system, the State Enterprise \u201cLviv Research and Design Institute \u2018LvivbudmNDIproekt\u2019\u201d (EDRPOU code 05516406) currently has the status \u201cin the process of termination.\u201d<\/p>\n\n\n\n<p>Pursuant to Resolution No. 1163-r of the Cabinet of Ministers of Ukraine dated November 26, 2014, the State Enterprise \u201cUkrainian Research and Training Center for Standardization, Certification and Quality\u201d (SE \u201cUkrNDNC\u201d) performs the functions of the National Standardization Body.<\/p>\n\n\n\n<p>According to Paragraph 1 of Part 2 of Article 11 of the Law of Ukraine \u201cOn Standardization,\u201d the powers of the National Standardization Body include organizing and coordinating activities related to the development, adoption, review, revision, cancellation, and reinstatement of national standards, codes of practice, and amendments thereto in accordance with the Law.<\/p>\n\n\n\n<p>Considering that many crushed stone producers manufacture rubble stone in accordance with DSTU-241 and certify this product, and in order to improve regulation within the construction materials industry, the Association has appealed to SE \u201cUkrNDNC\u201d to address the issue of reviewing DSTU-241 and introducing amendments. These amendments should include replacing outdated normative references listed in Section 2 \u201cNormative References,\u201d as well as removing the names of all sedimentary, igneous, and metamorphic rocks listed in parentheses in Clause 3.1 of Section 3, and revising this clause as follows:<\/p>\n\n\n\n<p>\u201c3.1 rubble stone<\/p>\n\n\n\n<p>Large lumps (pieces) of rock of arbitrary shape ranging in size from 80 mm to 1000 mm, obtained by crushing sedimentary, igneous, and metamorphic rocks.\u201d<\/p>\n\n\n\n<p><em>Photo source:<\/em> <em>freepik.com<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The State Enterprise \u201cLviv Research and Design Institute \u2018LvivbudmNDIproekt\u2019\u201d developed the national standard DSTU B V.2.7-241:2010 Building Materials.
