No. 16010 dated 2 September 2026, and the alternative draft, Reg. No. 16010-1 dated 16 September 2026, submitted by Members of Parliament Yuliia Tymoshenko, Mykhailo Volynets, Anzhelika Labunska and 21 other MPs. The registration of draft No. 16010-1 is confirmed by the Verkhovna Rada\u2019s official legislative database.<\/p>\n\n\n\n<p>Following consideration, the Committee decided to recommend that the Verkhovna Rada include both draft laws in the agenda of its sixteenth session and, following their consideration at first reading, adopt draft No. 16010 as the basis and reject draft No. 16010-1.<\/p>\n\n\n\n<p><strong>The Verkhovna Rada of Ukraine Committee on Environmental Policy and Nature Management<\/strong> considered, at an extended meeting on 24 September 2026, the following draft laws:<\/p>\n\n\n\n<ul>\n<li>&#8211; <em>On Amendments to Certain Legislative Acts of Ukraine Concerning the Improvement of Mechanisms for Granting and Exercising the Right to Use Subsoil through Auctions (Electronic Bidding) and under Production Sharing Agreements<\/em> (Reg. No. 15454 dated 30 July 2026), submitted by Members of Parliament Oleksandr Bondarenko and Pavlo Yaky\u00admenko; and<\/li>\n\n\n\n<li>&#8211; <em>On Amendments to Certain Legislative Acts of Ukraine Concerning the Improvement of Mechanisms for Granting and Exercising the Right to Use Subsoil<\/em> (Reg. No. 15454-1 dated 17 August 2026), submitted by Member of Parliament Viktoriia Hryb.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The stated purpose of both draft laws is to improve mechanisms for granting and exercising the right to use subsoil. Draft No. 15454 specifically envisages achieving this through auctions (electronic bidding) and production sharing agreements. The proposed changes are intended to improve conditions for attracting investment, developing the extraction and processing and\/or beneficiation of mineral resources, ensuring sustainable subsoil use, conducting competitions for production sharing agreements (PSAs) concerning strategic and\/or critical mineral deposits, establishing an appropriate legal framework for PSAs, adapting Ukrainian subsoil legislation to EU law, and implementing international agreements.<\/p>\n\n\n\n<p>The proposed amendments would, in particular, affect the Subsoil Code of Ukraine, the Land Code of Ukraine, the Mining Law of Ukraine, and a number of other laws.<\/p>\n\n\n\n<p>Following consideration and taking into account comments and proposals, the Committee decided to recommend that the Verkhovna Rada adopt draft No. 15454 as the basis at first reading, with certain provisions of draft No. 15454-1 potentially being taken into account during its preparation for the second reading.<\/p>\n\n\n\n<p><strong>The Verkhovna Rada of Ukraine Committee on Legal Policy<\/strong> considered, at its meeting on 24 September 2026, the draft Law <em>On the State Budget of Ukraine for 2027<\/em> (Reg. No. 16000 dated 15 September 2026), submitted by the Cabinet of Ministers of Ukraine, as well as proposals from state and judicial authorities concerning their financial requirements for 2027. The official Verkhovna Rada database confirms that draft No. 16000 was registered on 15 September 2026 and is the draft State Budget for 2027.<\/p>\n\n\n\n<p>Following the meeting, the Committee, among other things, decided to support the proposals submitted by state and judicial authorities regarding the draft Law <em>On the State Budget of Ukraine for 2027<\/em> and recommend that the Verkhovna Rada Committee on Budget increase the expenditures provided for in Annex No. 1 by <strong>UAH 19,282,647.2 thousand<\/strong>, including:<\/p>\n\n\n\n<ul>\n<li>&#8211; Constitutional Court of Ukraine \u2014 UAH 115,279.6 thousand;<\/li>\n\n\n\n<li>&#8211; Supreme Court \u2014 UAH 7,232.5 thousand;<\/li>\n\n\n\n<li>&#8211; High Anti-Corruption Court \u2014 UAH 116,592.6 thousand;<\/li>\n\n\n\n<li>&#8211; High Court on Intellectual Property \u2014 UAH 300,794.6 thousand;<\/li>\n\n\n\n<li>&#8211; Specialized Administrative Court of Appeal \u2014 UAH 86,246.8 thousand;<\/li>\n\n\n\n<li>&#8211; Specialized District Administrative Court \u2014 UAH 129,079.6 thousand;<\/li>\n\n\n\n<li>&#8211; Ministry of Justice of Ukraine \u2014 UAH 418,513.0 thousand;<\/li>\n\n\n\n<li>&#8211; High Council of Justice \u2014 UAH 65,476.5 thousand;<\/li>\n\n\n\n<li>&#8211; State Judicial Administration of Ukraine \u2014 UAH 18,043,432.0 thousand.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>The Committee also supported additional expenditures under Annex No. 2, including:<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul>\n<li>&#8211; Judicial Protection Service \u2014 UAH 376,949.7 thousand;<\/li>\n\n\n\n<li>&#8211; Enforcement of court decisions \u2014 UAH 19,161.0 thousand;<\/li>\n\n\n\n<li>&#8211; National School of Judges of Ukraine \u2014 UAH 19,351.0 thousand;<\/li>\n\n\n\n<li>&#8211; High Qualification Commission of Judges of Ukraine \u2014 UAH 50,004.3 thousand.<\/li>\n<\/ul>\n\n\n\n<p><em>Photo source: https:\/\/www.magnific.com\/<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Verkhovna Rada of Ukraine Committee on Social Policy and Protection of Veterans\u2019 Rights considered, by videoconference on 25 September 2026, two draft Labour Codes of Ukraine: the draft submitted by the Cabinet of Ministers of Ukraine, Reg.
